Our commitment

The Municipality of Naic is committed to making this website usable by as many people as possible, including residents who use screen readers, magnification, speech input, or keyboard-only navigation. Public information should not be locked behind a barrier.

We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, and we treat that as a floor rather than a finish line.

What we have done

Keyboard navigation
Every interactive element can be reached and operated with a keyboard alone. A "Skip to main content" link is the first focusable item on each page, so keyboard and screen reader users can bypass the navigation.
Visible focus
Focused elements receive a high-contrast gold outline. Focus indicators are never removed.
Colour contrast
Body text, buttons, and interface labels are checked against the WCAG 2.1 AA contrast minimum of 4.5:1. Colour is never the only way information is conveyed — service categories carry a text label alongside their colour.
Reduced motion
Transitions and animations are disabled automatically for visitors whose system is set to reduce motion.
Structure and landmarks
Pages use a single main heading, a logical heading order, and standard landmarks so assistive technology can navigate by region and heading.
Text alternatives
Informative images carry descriptive alternative text. Decorative and background images are marked so screen readers skip them rather than announcing noise.
Resizing and zoom
Layouts reflow down to a 320px viewport without horizontal scrolling, and page zoom is not restricted.
Two languages
Content is provided in English and Filipino, with the page language declared so screen readers use the right pronunciation.

Known limitations

We would rather tell you what is not working than claim it is:

  • Downloadable PDF forms are not yet tagged for screen readers. If you need a form in an accessible format, contact us and we will provide the contents another way.
  • This portal is in preview and some content is still being verified with municipal offices.
  • No independent third-party accessibility audit has been carried out yet. The conformance claim below is based on our own testing.
  • Some pages embed third-party analytics, whose behaviour we do not fully control.
