Building Permits
Construction, electrical, sanitary, occupancy, and demolition clearances
The Office of the Building Official reviews construction plans and issues the permits required under the National Building Code before work may begin. Applications are filed through the Unified Application Form, which covers the building permit and its accompanying electrical, sanitary, and mechanical permits.

Building Permit
Required before constructing, altering, or renovating a structure.
Requirements
- Accomplished Unified Application Form for a building permit
- Proof of land ownership — transfer certificate of title, tax declaration, or a notarised lease or consent from the owner
- Five sets of signed and sealed building plans
- Bill of materials and specifications signed by the design professional
- Structural design analysis for the applicable structures
- Photocopy of the PRC licence and PTR of each signing professional
- Barangay clearance for the construction
- Locational or zoning clearance from the Municipal Planning and Development Office
Electrical Permit
Filed with the building permit, or on its own for a new or upgraded electrical service.
Requirements
- Accomplished electrical permit form
- Electrical plans and load schedule signed and sealed by a professional electrical engineer
- Photocopy of the PRC licence and PTR of the signing engineer
- Approved building permit, when applying separately
Sanitary and Plumbing Permit
Covers water supply, drainage, and sanitary installations.
Requirements
- Accomplished sanitary or plumbing permit form
- Plumbing plans signed and sealed by a sanitary engineer or master plumber
- Photocopy of the PRC licence and PTR of the signing professional
- Approved building permit, when applying separately
Occupancy Permit
Required before a completed building may be used or occupied.
Requirements
- Accomplished certificate of completion signed by the owner and the supervising professional
- Approved building permit and its accompanying permits
- As-built plans where the construction departed from the approved plans
- Fire safety inspection certificate from the Bureau of Fire Protection
- Photographs of the completed structure
Demolition Permit
Required before demolishing an existing structure.
Requirements
- Accomplished demolition permit form
- Proof of land ownership or written consent of the owner
- Demolition plan and procedure signed by a civil engineer or architect
- Barangay clearance
How It Works
Step by Step

Secure a locational or zoning clearance from the Municipal Planning and Development Office.

Have your plans prepared, signed, and sealed by the appropriate licensed professionals.

File the Unified Application Form and all supporting documents at the Office of the Building Official.

Wait for the plan evaluation and the assessment of fees by the line agencies.

Pay the assessed fees at the Municipal Treasurer and keep the official receipt.

Claim the approved permit and display it at the construction site as required by law.

Request the required inspections during construction, then apply for the occupancy permit once complete.
